Two deaths, which have been treated as accidents by the authorities, exposed the chaos of Central Park’s main roadway and raised questions about how to apply Mayor Bill de Blasio’s plan to reduce road fatalities, known as Vision Zero, in a place where cars themselves are mostly out of the mix.
